AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democracy just eight days before the country’s general election.
Study Shows Consistent Bias in AI Suggestions
The four chatbots tested by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a report published ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.
Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the user’s input exactly matches the positions of these parties, the study indicated.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The deputy head of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their political views, she added.
“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”
Election Context and Political Landscape
The Dutch head to the polls on October 29 in an election that will be closely watched across the continent for the showing of the PVV.
The far-right party of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.
All major parties have rejected a coalition with the Freedom party, implying the party that comes second is highly probable to supply the future head of government.
Unintentional Bias Attributed to Chatbot Functioning
The AP stressed that the bots were not deliberately biased, and that their “noted flaws” are a result of the manner in which AI assistants function.
